Library Building Program Update

Public Comments Welcome

The Mass. Public Library Construction Program (MPLCP) grant process was created in 1987 by the Commonwealth of Massachusetts and has helped build 62 new library buildings and 169 additions, renovations and conversion projects. Read More About the MPLCP Here

The MPLCP has also awarded 98 planning and design grants to support public libraries as they prepared to apply for a construction grant. This step, as requested for May 2024 Annual Town Meeting, requires the Town to show its support by committing up to $150,000 for the opportunity to receive $100,000 in match funding to perform a Feasibility Study.

The Feasibility Study has the below requirements:

  • Town must provide at least two locations – (1) Holliston would like to prioritize consideration of investment into the current library structure, a Carnegie building from 1904, and (2) Holliston is currently planning a new DPW Facility, previously approved, thus leaving 63 Arch Street, which is offered to the MPCLP as a secondary option, should Feasibility call for it.
  • Provide a building program in accordance with MPLCP standards using data drawn from our Building Use Survey, Public Forums and Focus Groups targeting library staff, library trustees, and library patrons of all ages . Read the Building Program Here
  • Provide documents establishing the needs and financial condition of the municipality, along with a certified vote to apply for, accept, and expend Mass Public Library Construction Program (MPLCP) grant funds if approved, and vote to raise and appropriate or take from available funds the sum of $150,000.00, if said MPLCP grant is approved.

The last time the MPLCP grant cycle was open was 2015, and the grant application for the planning and design grants are due at the end of May 2024, thus requiring action from May 2024 Annual Town Meeting. The next grant opening is anticipated (with no guarantee) to open in 2027 at the earliest.

The Library Trustees understand the necessity of a Feasibility Study to determine if the current facility can be optimized to meet the needs of the community, as defined in the Building Program published in 2024 with funds provided in the Oct. 2022 Town Meeting allocation.

The Board of Trustees welcomes public comments on the Building Program at our next Meeting on Wednesday April 3, 2024.
